Ukraine Adoption Expenses

Ukraine Program Fee Includes the following services:
  • Courier Costs
  • Facilitator will translate dossier into Ukrainian
  • Facilitator will obtain appointment for couple
  • Facilitator will meet the couple at the airport, arrange accommodations and take them to their appointment
  • Translator will accompany couple throughout their entire trip
  • All official fees/costs, cost of child's birth certificate, cost of child's passport, court fees, authentication/apostille fees in Ukraine/any expediting fees. All necessary documents in Ukraine prior to and after adoption.
  • Orphanage donation


In addition to these fees, families will need to be prepared to pay the following:
  • Travel to/from Ukraine
  • Costs in Kiev and the region (see attached breakdown of costs below)
  • Train/plane transportation to region for couple and translator (see breakdown below)
  • Driver in the region (see breakdown below)
  • USCIS processing fee $545
  • Fingerprint costs for USCIS if you live within the U.S. $70
  • Apostille fees for document seals ($100-400)
  • Child's U.S. Visa ($480)
  • Meals in Ukraine for couple ($25-50 per day per person)
  • On line education as per Hague requirements ($120/$30.00 per class).

Ukraine In-Country Fee
  • Covers all adoption-related expenses within Ukraine, including the orphanage donation, but excluding logistics expenses, which are listed below.
$3,500-$5,000 Travel Expenses*
  • This is an estimate for a 30-day in-country stay. Variations are possible depending on the length of travel, regional distances, accommodations availability and means of travel.
  • Estimated that the driver is available for 25 days, the translator is available for 15 days.
  • 30-day stay is an estimate only based on an assumption that identification of a child will take place after on the 2nd appointment. Included are travel expenses for 2 trips to regions.
  • Covers family's and translator's accommodations, meals, transportation, in-country travel, translator, airport transfers.
  • Billed in fractions on a weekly basis according to the incurred actual costs.
  • Expenses associated with the 10-day waiting period are not included. If a family opts to stay in Ukraine for the 10 days, the supplemental cost is estimated at $1,700.
$480 Visa and Embassy fees (adoptive parents' responsibility)
  • Payment for a mandatory child's medical evaluation as part of a US immigrant visa application ($100).
  • US Embassy immigration visa fees ($380).



* Estimations of Travel Expenses are based on the following calculations:

Note #1: the Agency fee is non refundable and due at the time that homestudy is approved Fee is transferable to other CHI programs in the event a suitable referral cannot be located in Ukraine or due to country-specific problems such as program closings, war, adverse changes to their laws, etc.

Note #2: $1,020 of foreign fee is sent to Ukraine with your dossier. Remaining $15,300 of foreign fees are paid to CHI prior to sending your dossier to Ukraine but are not sent to Ukraine until the family is in country and receives a referral. In the event that a family declines a referral upon their visit to Ukraine, they may transfer any foreign fees that have not been incurred to another program If a referral is not accepted, the facilitator may charge an appropriate fee which is dependent on the amount of time and effort they have spent on behalf of the family.
